A short exercise in public contracts and unexplained wealth. For adults who already handle money or public claims. Use it with a team, free of charge. To run it at work, ask for a facilitated session or a pack your staff can lead.

Who it is for

Adults who already touch money or public claims: programme finance, procurement, municipal works, cooperative treasurers, NGO logistics, compliance, editors.

What you practise

  1. Read a works specification and choose the disclosed, lawful bid.
  2. File a brief a handler could use: an observable fact, a date, a document, or a named gap.

The setting

Fiction, on a Terre Rouge training node. The stakes are simulated, so a weak choice has a consequence the group can discuss.

How long

Round 1 is eight contracts: the pump, two blocks, the school, the substation, drainage, street lighting, and the community centre. A clean round opens round 2, which is five briefs. Allow about forty-five minutes, including the debrief. A group of six to twelve can reset and try again.

Debrief · Round 1

Contracting. Read this after the eight bids, not before.

  • Only the disclosed, lawful option scores in full. A wrong answer scores less. The points show what you logged. They are not a judgment.
  • A correct top-score bid awards the renovation. A wrong bid, or a second-place bid, is rejected. The building stays as it is.
  • The four contractors are labels in a drill. Do not treat a name as a finding about a real firm.

In a workplace: write the specification you used, the option you chose, and why the others fail the disclosed requirement. Then stop. Do not award the work because the bidder is known.

Debrief · Round 2

Unexplained wealth. This round stays locked until round 1 is a clean sweep.

  • A usable brief can move a case forward. A thin brief is rejected. A reckless brief turns on the person who filed it. Those are simulated outcomes.
  • A handler can use: an observable fact, a date, a document, or a document that is missing. A handler cannot use a rumour with a name attached.
  • Do not join a public identity to a private suspicion on this page. The exercise keeps those registers apart on purpose.

In a workplace: if a payment should not go out, use the sanctions check. If a public figure is missing, leave the gap marked unpublished. Escalate to a named handler. This site is not that handler.
